Job description:

Lead ICT strategy and services, provide expert advice, and manage a team delivering efficient systems and infrastructure for Health ICT.

The Team:

 
  • The team is tasked with managing and supporting the digital workplace environment across the Department of Health Tasmania. Its scope includes:

  • Microsoft 365 management: Ensuring productive and secure collaboration services.
  • Standard Operating Environment deployment: Configuring and maintaining a consistent baseline across end-user devices.
  • Cloud infrastructure oversight: Managing scalable, secure environments supporting Day-to-day operations.
  • Mobile Device Management (MDM): Administering policies and tools for secure mobile access.
  • Their collective goal is to deliver a secure, reliable, and efficient digital ecosystem that supports healthcare staff and service delivery across Tasmania.

    The Role:

    Management & Leadership Focused:

  • We are seeking a highly capable people leader to join the Department of Health as an ICT SOE Manager. This role is responsible for the leadership and performance of a statewide SOE services function operating in a 24×7 environment, ensuring services are reliable, customer-focused, and aligned with organisational priorities.
  • The role has a strong managerial and leadership focus, with accountability for building a high performing, engaged workforce, driving operational excellence, and ensuring application services effectively support the Department’s strategic objectives. The ICT SOE Manager acts as a key interface between business stakeholders and technical delivery teams, ensuring service outcomes meet agreed expectations and deliver tangible value.
  • Role Scope and Focus:

  • The ICT SOE Manager leads, directs, and monitors the work of one or more specialist teams and/or work programs. The role is accountable for setting clear direction, establishing priorities, and coordinating resources to deliver accurate, reliable, and targeted service outcomes that meet customer requirements and branch service standards.
  • The role contributes to the development and execution of strategy and has shared accountability for the effective delivery of agreed strategic initiatives and the unit business plan, ensuring priorities are translated into practical, achievable operational outcomes. The role maintains a strong focus on service continuity, risk management, and sustainable delivery models.
  • You will need to:

  • Provide visible and effective leadership to a statewide team, fostering a culture of accountability, collaboration, inclusion, and continuous improvement.
  • Build organisational capability by developing people, strengthening leadership practices, and supporting performance through clear expectations, mentoring, coaching, and feedback.
  • Drive operational excellence, ensuring service reliability, responsiveness, and continuous improvement in a 24×7 environment.
  • Lead the development and implementation of business continuity plans, operational programs, and service improvements aligned to organisational objectives and agreed strategies.
  • Establish and maintain strong relationships with stakeholders to translate business needs into clear service priorities and outcomes, balancing demand, risk, and available resources.
  • Ensure services are delivered in line with agreed standards, policies, and governance frameworks, and that risks are actively identified, managed, and escalated where required.
  • Provide authoritative advice and guidance to senior executives, line management, and stakeholders on complex service delivery and operational matters.
  • Coordinate the planning and delivery of integrated, cost-effective, and sustainable solutions that improve the customer experience and support long-term service maturity.
  • Represent the unit at relevant forums and meetings, contributing to whole-of-organisation discussions and decision-making.

    What we are looking for:

    While experience in ICT and SOE environments is highly valued, we also welcome applications from experienced managers with demonstrated success leading technical teams and delivering outcomes in complex service environments. Candidates will be assessed primarily on their leadership capability, people management skills, and ability to deliver results through others, rather than on deep technical expertise.

Details of appointment:

Permanent full time, day worker (with on call roster as required) position, working 76 hours per fortnight, commencing as soon as possible.

Applicants should note that, for a period of twelve months from the date of publication, this selection process may be used to fill subsequent or similar full time, part time, and casual vacancies.

Salary: $128,102 to $134,832 per annum. Our Employer 12% superannuation contribution is on top of this amount.

  • Salary range is in accordance with Public Sector Unions Wages Agreement 2022.

Eligibility:

Applicants should note the following criteria are desirable:

  • Tertiary, or recognised vocational, qualifications in a relevant discipline.
  • Relevant IT industry experience and certification.
  • Current Driver’s Licence.

  • Some regular out of hours work and participation in on-call services is a requirement of this role to meet specific needs and deadlines.
